Indian travellers to Vietnam already juggle two formalities — the eVisa and, at deployed airports, the Vietnam Arrival Card. A third was expected from July 1, 2026: a border health declaration. It is not coming, at least not by default. The Ministry of Health clarified on June 30 that Decree 165/2026/ND-CP only creates the power to demand the form; it will be used when infectious diseases circulating abroad realistically threaten to enter Vietnam through travel, and not before.
So the checklist for Da Nang or Ho Chi Minh City stays at two items, with the arrival card remaining a purely immigration matter, unaffected by the health decree. One caution for anyone who has seen an unofficial declaration website shared in travel groups: the ministry states plainly that it is not the official platform — the genuine system will be announced only if the declaration is ever switched on, accepting bilingual submissions online or on paper within seven days of crossing.
